Each individual domain within the Threehold has a similar ruling structure. It is led by a Jarl, which is a hereditary position.
The Jarl is assisted by three Shieldkeepers. Traditionally, these Shieldkeepers were to carry the Jarl around on their shield during ceremonies. Nowadays, these Shieldkeepers perform broader tasks, with each given a specific duty:
- The Keeper of the Shield of Silver is in charge of maintaining the city's finances. This used to be a matter of managing to make it through the winter, but nowadays, it is more about tax and profit.
- The Keeper of the Shield of Bronze is in charge of assuring the survival of the city's people. This means keeping an eye on food supplies and managing agricultural matters.
- The Keeper of the Shield of Iron is in charge of keeping the city safe, and manages the city's guard and militias.
Tradition states that each of these positions may be hereditary, but prohibits any of the Keepers or Jarl from being related to each other, as to prevent a single bloodline taking control of the system.
The leader of the Threehold is elected from the three Jarls, and rules for life. All Shieldkeepers and Jarls are allowed to cast their vote, meaning that there are (3 Jarls + 9 Shieldkeepers) 12 votes in total.
