Very manipulative (even when she was human).
Played off the Hunters as no real threat but was prepared to rapidly evacuate the Shard when they attacked.
Made a point of telling other Kindred that the helicopters were to "pick them up"... Either hoping to kill potential rivals or just to buy Scarlett and herself time to safely escape.
Arranged for us to kill Valerius, told us he had the seal we were after... This was a lie, she had it all along and was playing us to try and take out a rival for her.
Did stick to her word afterwards though and told us where to get the seal.
Her personal vault where the seal was kept also housed lots of incriminating materials, photos, documents, etc. that would constitute a masquerade breach. Presumably kept for sentimental value.
