Summary

Summoning him requires a sacrifice of a life lost to frostbite. Seeing him naturally only comes in the dead of winter. In response to usually unnatural increased warmth, stories of him appearing at the edge of a burning village when raiders came to be and he proceeded to freeze the flames of war quite literally with the attackers as well - those who chose to upset the balance by creating such violence & rage.
