Historically gnomes were divided and settled the separate nations of Enmiosa and Esmiosa, but in the modern era, they essentially function as one. The north/south divide is mostly a historical relic.
They came together to build the canal and now they maintain it together. The region directly surrounding the canal is considered part of neither nation because it's considered open to the whole world.
