Ral Nogard is the most militaristic of the founding cities of the Anguis Imperium , and is where both the Sena War Academy and the Blue Wizard Guild Headquarters are located. (Shikari War Lodge is located in Ral Redda).  The close proximity of the two organizations only seems to heighten the semi-antagonistic rivalry between the leaders and students of both.  The War Academy professes the study of tactics, leadership, and strategy, to include philosophical and political ideals.  While not shunning the ways of magic, the members of the academy look at it as another tool to be considered in battle, not the end all be all of strategies.  The Blue Guild focuses on magic and strategy as their main tools, with most of its members considering mundane tactics to be of less importance.

The rivalry between the two groups is usually mild in nature, with the exception of the dynasties of two familes, who compete with each other in an almost blood feud manner.  The Dragosani dynasty is strongly associated with the Blue Guild, and the the Mitra dynasty is known as one of the founding members of the Sena War Academy.

There are a handful of people who have studied and graduated successfully from both of these organizations, and they are considered some of the best strategists, leaders, and combatants in past and recent history.  They are both terrifying and efficient in their implementation and persecution of war and combat.  General Mina Musheen, raised in the countryside at an isolated monastary dedicated to Zhusan, rose from obscurity to study and learn from both schools, becoming an accomplished general of the Anguis Imperium.  She is responsible for the victories in the area known as the Unconquered Kingdoms, that resulted in the current state of detent with the Varencian Empire.
