Loose ends: why Ingo was a wereshark and why he went there? What exactly was liberated?

Summary: Irma Astrodius contacted us to search for her brother Ingo Astrodius that went rogue. While searching for him we reached Thunderveil were we fought a lot of orcs, stole a ship and were forced to jump from it into the water. There we found a wonder Wereshark that attacked us, after besting him we discovered that it was indeed Ingo. After a brief talk we kinda let him fullfil his objective and he released something powerful, then everyone returned.

Irma Astrodious came to the First Landing with a small escort of soldiers searching for adventurers that could track her brother. He went missing after abandoning his post and (even though they shared a psychic connection) was nowhere to be found.
The party met with her and gathered some information of his possible location, after giving a somewhat positive impression and using magic to learn more about Ingo's possible situation, the group went towards the Iron Front to search for him.
The first place to explore was around the Whistle-Crags, where the strange winds made resting a difficult endeavor, but it was manageable. There the group successfully fought a group of random wild creatures.
Eventually the place where Ingo abandoned the post is reached, a camp of the republic where the group managed to gather more information and decided to go towards Thunderveil to obtain a ship and search for Ingo deep below the waters of the Iron Front, since all clues appointed for him to be there for some unknown reason.
After reaching Thunderveil, the group entered in conflict with a group of orcs, a battle broke out, a group of Guard orcs where killed, a shipyard was set on fire and a ship was stolen. After a night of rest the group ventured into the water with the stolen ship.
But a group of orcs was sent to chase the party, and after a short combat the adventurer party was forced to jump from the ship into the water, as the orc group proved to be too strong for them.
Once the group was magically infused to explore the waters, they encountered a furious were-shark creature that attacked them on sight. It was a brutal combat and it was discovered that the wereshark was Ingo transformed, and was able to be beaten into submission.
Ingo was healed since it needed to be returned alive, and after a short talk the group let him continue his objective, since he said it was almost finished. He wanted to release something or someone who was trapped down below the bottom seafloor.
Sensing something was off with Ingo, Vitis tried in vain to stop him at the last moment, but was quickly stopped by the mental magic of Ingo. Toma had a plan to stop him later but Ingo finished releasing whatever was trapped quicker than expected. The seal was broken and a powerful force was released around, shaking the bottom of the sea.
Ingo kept his promise and immediately returned home with a teleporter. The group recalled immediately after that. A week later the group received a letter from Irma, thanking the adventuring group for successfully returning her brother alive.
P.S. Judging from Ingo's notes and circumstances, it is likely that he was serving the Æ, Monday. The seal that Ingo broke could have been one of hers. That said, there were no Dragons guarding this seal, just an Earth Elemental whom Ingo had killed before the party arrived. The lack of a Dragon guardian could be a sign that it wasn't a seal, but perhaps, a portal of sorts. More investigation is needed.
