Massive domed building located east of the park. Built of concrete in ancient times. Originally oversized for Blackrock's population, as a show of force against The Imperium. Now struggling to keep up with the demands to the City Council.
The Great Council Hall consists of two large chambers, for the Inner Council and the Assembly alike, as well as various offices and meeting rooms.
