"Wroat, a great walled city, surrounds the shores of the Howling River, just a few miles east of where the Howling River meets the Dagger River. The city was built in a place where the river widens, so that the city lines not only both banks but also occupies an island that the city founders constructed in the middle of the river. Brokenblade Castle, the Citadel, and the walls and bridges of the city can be seen from a great distance, and while Wroat isn’t as spectacular as Sharn, it makes an impression on all who come to visit or trade."

Wroat might not have Sharn’s population or its floating towers, but it is still an impressive city in its own right. Wroat and its environs occupy the banks on either side of the Howling River, a tributary of the Dagger River. A steep wall encircles the city, wrapping around and crossing over the slow-moving waters as they wend westward to join the Dagger River. At the river’s center stands an artificial island from where the king rules the city and the kingdom, ensconced in the magnificent fortress known as Broken blade Castle.

Humans and gnomes live here in the greatest numbers, along with significant populations of elves and khoravar. Representatives of all the other races are present as well. As Breland’s capital, Wroat welcomes visitors from all over the continent. All dragon marked houses have emporiums in the city, and House Medani runs its entire industry from here. The house’s leader has a long and well-known friendship with the king and lends his house’s service to protect the crown from spies and assassins.


Built on both sides of the Howling River at a point where the river widens, the ancestral seat of the rulers of Breland seduces visitors with its tree-lined avenues, elegant drawbridges, cleanliness, and laid-back atmosphere. Perched on a rocky island in the middle of the river, surrounded by military docks and barracks, is Brokenblade Castle, the king’s stern fortress.

In contrast to its welcoming countenance, Wroat casts dark shadows, and much goes on quietly behind closed doors. The absence of beggars and riffraff in the streets might also raise suspicion that Wroat is putting on appearances. The King’s Dark Lanterns are ever vigilant here, and newcomers who aim to misbehave tend to disappear quickly and without so much as a whisper.

Geography

While Sharn has more people, more towers, and more day-to-day adventure, Wroat serves as the capital of Breland and the seat of both the royal family and the elected parliament. Therefore, the place is not without its own intrigues and adventure possibilities. King Boranel and his senior staff spend a third of the year at Brokenblade Castle. The rest of the time, the royal court can be found traveling the Brelish countryside or attending functions in distant lands (though the Citadel continues to try to convince Boranel that the benefi ts of such trips do not outweigh the inherent dangers).

Wroat rises along both sides of the Howling River, surrounding a man-made island that houses both Brokenblade Castle and the Citadel Tower. A massive wall encircles the city, and impressive bridges span the waterway. A lightning rail station services the city, along with well-maintained Orien trade roads and Brelish king roads. A lot of water traffic arrives from the Dagger River as well as from farms to the east.

On days when the cloud cover breaks, one can see the towers of Sharn rising in the south from the walls of Wroat or the castle parapets of Broken blade Castle and the Citadel. And to the east, the mountains of the Howling Peaks disappear into the constantly present storm clouds that crown the highest peaks.

Leadership

King Boranel’s royal court and the heads of his royal agencies operate out of Wroat. The Breland Parliament meets in Wroat, as well, working out of the Parliament Hall on the southern bank of the river. The city itself is administered by Lord Konner ir’Starn, who serves as governor of Wroat at the pleasure of the king.
