Low Ward

Ward

Originally called the “Low Ward” for its proximity to the water and propensity for flooding, the Low Ward today is a tangled mess of residences and shady businesses. Originally driven by slumlords and now reinforced by businesses seeking to exploit cheap labor, the city has a semi-official policy of neglecting the Low Ward. 

The ward is also home to Korth’s immigrant populations, small as they are. Halflings from the Talenta Plains, Cyrans who chose not to leave for New Cyre, dwarves from the Mror Holds—all of these groups eke out an existence in the often-lawless Low Ward. Each of these groups has developed their own ways of protecting themselves from the predations of the ward’s gangs. If a group of adventurers runs into trouble, roll or choose from the Low Ward Gangs table.

The most infamous criminal of the Low Ward is known as The Midwife; rather than delivering newborn infants, her impeccable forgery work delivers new identities. While the scale of her operation remains small and her resources limited, she’s the best at what she does. In addition to papers for anywhere in Khorvaire, she’s recently acquired the psionic inks and other materials necessary to forge Riedran documents; an invaluable resource for anyone trying to sneak into the xenophobic empire.

Lair of the Midwife

In Korth’s Low District is an unassuming curio shop in a ramshackle building. Underneath a trapdoor within that shop is a fortified sequence of rooms. And those underground chambers are home to a criminal gang led by the master forger known as the Midwife.

The Midwife’s gang numbers less than two dozen, so she relies on an extensive network of traps to protect herself. Pits, poison darts, magic glyphs and symbols, and a host of other traps guard every door and every 10-foot section of hallway within the Midwife's Lair
