The Horus Theocracy, which Horus leads himself, acts as a single geopolitical bloc. Horus himself led his armies in conquest of neighbouring states, expanding the Horus Theocracy to the size it is today. Horus does not waste time with protectorates or puppet states. He either controls land or doesn't. He has cordial relations with Sis'Ralar and shares the Twin's drive for obtaining results. Contacts with Espardius are rare and strictly business-like, as Horus, constantly looking for ways to stave off his boredom, is said to resent and envy Espardius' undying positivism and excitement. He however recognizes the benefits of welcoming Espardius' roaming cities whenever their paths cross.
