The Heroes are protectors of Earth, and fight to save the whole World and all its inhabitants. It’s likely that they are well known at a planetary level, and that this is not their first experience. Maybe they even have a tower or base somewhere, and maybe they have some reputation issues with the public.
When you play in this Power Tier, all actions described in Section 3: BASICS OF THE GAME as Extreme, become Critical, those described as Critical become Basic, and those described as Basic become automatic successes and don’t require dice rolls.
Similarly, in World Level, thugs and goons aren’t even considered Enemies, as they don’t stand a chance to hurt you at all. You won’t even need to put hand to the dice unless you are fighting a handful of well-trained soldiers at least.
