They are the most senior officials of the Edge Empire and head all the departments of governance.
The organization is effectively the government of the Empire and is both a massive bureaucratic body and a body wholly and zealously devoted to the Everlasting Flame and fulfilling his will.
The Brotherhood is comprised of many bodies and is very hierarchical in its construction.
