Council of Waterdeep

Alliance

Formed In response to the threat from the Cult of the Dragon seeking to lure Tiamat to Faerûn. Building alliances against a common threat and combining resources and information not usually shared.

Initially formed by leaders of cities of the Lords Alliance threatened by the Cult for centuries, now responding to the shift from secretly seeking to raise Unknownes to this Tiamat plan. The scale of the attacks quickly drew additions of the Order of the Gauntlet, the Emerald Enclave and the Harpers. Each delegate was among the top leaders and committed to working together in the city of Waterdeep (with its reputation for having protective wards against dragons) as the base of operations.

The Zhentarim had initially expected to be paid to assist, but as events played out to harshly cut into their own economic prosperity, they sent Rian Nightshade as a representative.

Other Factions

  • The Arcane Brotherhood has neither been approached by this council, nor has had much chance to focus on these events, which are generally happening far from Luskan. Their focus during much of this time is working with others of the same factions (minus the Lords Alliance) to purge the demons from the Underdark (see Out of the Abyss). The Council did later gain a deeply-knowledgeable consultant from the Brotherhood in Maccath the Crimson.
  • Cormyr and its Purple Dragons army (the name of the army, there are no such dragon-dragons) are heavily engaged and committed to this. Sir Isteval represents not only Daggerford, but also the Dalelands and Cormyr.
  • Eventually, invited by an envoy named Elia, "metallic" (good) dragon-enemies of Tiamat's (evil dragon) brood joined with the council (after significant demands) - see Councils of Men and Dragons. Elia's true identity has remained a mystery (her accept would place her from Cormanthor), but she speak to the council on behalf of these dragons. 
  • The Red Wizards initially seem to be playing both sides until it is discovered these are factions, where exiles of Thay have joined the Cult seeking power, and perhaps eventually vengeance against the leaders of Thay (the Zulkir.)
