A circle situated on an island with sheer cliffs dropping into the sea nearly all the way around. Metaphorically and literally built around its notoriously high-security jail. Takes in criminals from several circles in the area out of apparent pure concern for justice and safety.
Also carries out executions, but any punishments based on public humiliation or the like can stay in their own circles. Only the most dangerous and incorrigible of Ironlanders (or those alleged to be, by whoever has adequate resources) are worth the ordeal to bring over here.
