The Murder is the upper echelon of the Corvus Concord, consisting of various pirate captains. Membership requirements include agreeing to the Pirate's Code, as well as having successfully taken a prize and delivered at least one tithe for that pirating season. There is a 10,000gp tithe minimum. Failure to meet this requirements mean the captain is removed from the Murder and is no longer able to either become the Bilge King, or vote for one.
