This huge city, mostly underwater, serves as an open gateway to the Elemental Plane of Water. Many of its citizens seek better relations between the Material Plane and Elemental Planes. These people, especially the tritons, see themselves as peacekeepers of the worlds who deserve the respect and admiration of all people. More than once, enormous monsters from outer realms have found their way here and wreaked havoc, leading to an extensive network of protective wards around the city.
