Some people stole a precious artifact from the Equilibrium, and Sicario Leisewas assigned duty to bring the thieves to justice and retrieve the artifact. They have fled to Spey Swistan and tracking down the small band of thieves is not going to be an easy task, especially given that the Equilibrium refuses to tell you what sort of artifact was taken.
