Harbin Wester is the town master of Phandalin and runs the town, makes sure everything is in order and checks in on anyone living near the town. While most perceive him as a hearty individual, in truth he is a fearful man who runs at the sight of danger. He can be found rounding up troops and will meet the party.However he sees the dragon, he will scamper and head back to his small homestead and lock himself in, not allowing anyone in under any circumstances. He will be the one that issues all the quests and he makes sure that the adventures get paid if they speak to him after a completed task. An interesting character and one the party should want to go back to.
Harbin will be around acting all bravado around the town giving orders and speaking with the party outside the town hall. However, once the dragon makes his presence known to the town, Wester panics and screams and then runs into townhall, now only operating out of the townhall, very few even see him come out at all, and is only running frantically, apparently not wanting to be eaten.
He will pass out coins and quests that he has written up, though many will just ask the party directly after a while, realising that their town master, has not helped them in their time of need
At the end of the campaign, there is a vote of confidence in Harbin where the party can have their say. Depending on the outcome, depending on what happens with other people in the party, either he is returned to power but Linene Graywind would be asked to step in as town master and protector of the village as needed if Wester can't keep up his duties in check when in crisis
