Halia Thornton is a young woman that runs the Phandalin Miners Exchange, and makes sure that all get paid when they bring her minerals and gems. Her intentions is to eventually overthrow Harbin Wester as Townmaster of Phandalin so she could have more power for the Zhentarim but knows that patience is necessary for her goals to happen. When Harbin becomes a shut in, she takes more control of the town but still helps Harbin with making sure that the board is stocked with quests and errands that the people have requested. A perception check can reveal that after the first 3 quests are completed, someone else is now writing the notes but its hard to tell cause they are trying to mimic the handwriting of Harbin.
