The Council of Flamekeep is the highest order in the Church of the Silver Flame and handles administration of the faith. Speakers primarily handle bureaucratic concerns, and many of them have spent the last 84 years governing Thrane. Speakers are nominated and elected by existing Speakers, and as a result of this most of them come from the Society of Ministers.
The Keeper of the Flame has the power to remove individual Speakers from the Council of Flamekeep at any time, but in practice this power is very rarely ever invoked. The Council of Flamekeep is currently led by High Speaker Krozen.
