Syrania, also called the Azure Sky, is the plane of peace. It is an endless expanse of clear blue skies, with large floating cities dotting the skyline. There's no sign of the sun, but the skies are clear and blue regardless, and light reflects off of the floating towers as if they were caught in the sunlight. A sense of ultimate peace and calm falls over anyone who enters Syrania, and conflict is extremely difficult there. Syrania is the plane of peace, and everything that flourishes in times of peace can be found there.
There are no armies in Syrania, and no monsters. Any creature that finds its way there finds that they are able to communicate with everyone they meet, regardless of language or cultural barriers, and the plane itself dispels any feelings of aggression. This all makes Syrania the perfect hub for travelers of the planes, and it is here that you could find fiends and angels sharing a cup of tea and talking about the latest gossip. Additionally, Syrania grants the gift of flight to any who enter, and this is the primary means of locomotion within the plane, which lacks land to walk upon.
Time passes at the same rate in Syrania as it does in the Material Plane, and is consistent across layers.
Syrania is a strangely empty place. The Immeasurable Market is always busy, but most of the people there are travelers from other planes of existence, not natives to Syrania. Syrania's native population is relatively small, not so small that it feels desolate, but just enough that everything feels slow and manageable. There's no need for labourers in Syrania, and the plane doesn't produce manifestations to populate it. Instead, structures are self-repairing and self-cleaning, with debris and litter gradually dissolving into nothing.
The native inhabitants of Syrania are Angels, spirits that appear to be perfect winged humanoids. They are universally celestials, but unlike in other planes, they are not necessarily good (or evil), all of the native population of Syrania are neutral. The angels of Syrania are observers and scholars, and each of them is defined by a field of study that occupies their thoughts constantly. These celestials form a hierarchy, with angels at the bottom, ruled over by Virtues, Dominions, and Thrones.
Virtues are a higher order of angels, with names and titles that reflect their domain of study. They act as assistants to the Dominions, and spend much of their time contemplating their assigned domain and gathering information, either by talking to visitors to the plane or by traveling the planes themselves in search of knowledge.
Dominions are above the Virtues, and have narrower, more focused domains than their underlings. They focus on a very specific aspect of a single domain, for example a Dominion serving under the Throne of War might focus entirely on swords, or types of warship. They spend most of their time in contemplation of their domain, generally gathering information via their Virtues and rarely acting directly.
Thrones are the greatest angels of Syrania, and there is a single Throne for each domain. Unlike the lesser angels, the Thrones do not have names and are only ever referred to by their domain. Thrones are bound to their Dominions, and they know everything that their Dominions know, instantly and automatically learning anything that their Dominions learn. They mostly remain in deep contemplation, acting directly only if Syrania itself is threatened or if a Dominion below them falls to corruption.
The layers of Syrania work slightly differently to other planes. Rather than being divided into separate layers, Syrania is an infinite open sky with floating crystal towers, and it is these towers that form the layers. Each of them may be larger on the inside than they appear, and all of them are connected via the infinite sky.
