The docks of the Sowshore are not the deepest district of Vralkast. That honour goes to Cartilay, where the Athamaru and Quor-Toa of the city call home, beneath the waves of the Sea of Sorrow. The waterfolk live apart from the dryskins above, and have lived in the waters since shortly after the city's founding during the Age of Giants.

The people of Cartilay have an ancient pact with the Fomor'ren: in exchange for shelter, and food from the leviathans the giants hunt, the waterfolk guard the harbour and fend off roaming monsters. The buildings are crafted from the bones of leviathans, as is their equipment and art. The Athamaru are experts with the harpoon, but they're also masterful crafters, unparalleled in the working of krakenbone. They produce much of the equipment that is used by the Wyrd Vigil.

The Quor-Toa provide a more unnerving service, able to manifest gods from Dal Quor to defend the city. After a time, these gods return to their realm of nightmares, but the entirety of Sowshore has to be locked down until they do.
