The Fomor'ren taboo against kings and despots, coupled with the diverse population of Vralkast and their need for cooperation to survive, means that the city makes decisions as a community. The Forum Fomor is a massive meeting space in the center of Harrowmark, with tiers upon tiers of stone seats descending into an open, circular space. Normally, the Forum acts as an arena, festival space, and sparring ground for the Wyrd Vigil.
Every 26 days on Hextide, the Forum is held as representatives, community leaders, and onlookers gather for political debate. Originally, this meeting was only held by the Fomor'ren, but as the population grew, change was required. Every community in the city sends a representative, but any and all are welcome to watch or participate. It's hectic and unruly, so to avoid complete chaos, most districts and factions send only a few people.
The process has few rules, anyone can raise and issue and propose a solution. If a majority of representatives vote in favour, it is set in stone. In the case of close votes, tradition dictates that the Fomor'ren representatives decide the course, but this is not something the giants enforce. It is merely a habit borne of a healthy respect (and the fact that it takes nerves of steel to argue against a giant wearing krakenbone).
