Toolgolgin is an underwater settlement on the Sea of Sorrow, built around a network of ocean vents. It is the domain of an ascended Harbour God, She-Breathes-Life, which self-actualised and broke free of its tenders (those that she didn't kidnap). The citadel is carved from the corpses of leviathans, and the water is polluted with sulfur and salt.
