The Frecia Fortress houses the main barracks for the Frecia Military. They use new trainees to act as guards at the minimum and medium levels of the prison and the trained soldiers in the medium and maximum levels and specialty soldiers are located within the maximum. There are captains that run each of the levels 1 for the lower 1 for the medium and 2 for the maximum. There are two wardens who act on behalf of the Director. The director is the one who runs the prison they also have their own administrative office within the prison.
The levels are down below the fortress where the soldier barracks are. First level is the Low level and the administrative offices of the prison facility, Medium is one level downstairs and max is the third is the last level.
Low level is usually those detained in a dormitory sort of setting. Usually house arrest style and subjected to community services for a period of time depending on the crime. Inmate jobs are available where they can provide services for the prison.
Medium level are those who will actually be detained in a prison cell. Those within the cell are allowed out to roam around the facility under the watch of the guards. Those with good behavior can be let out with an escort to do some shopping around the nearest town. This is also where some can be offered inmate jobs.
Maximum
is usually locked up locked up. I'm talking chained to the walls sort of style.
