Or possibly a little earlier.

The Founders of Saltmarsh.
Originally from Neverwinter, they had loved the area for fishing, and began founding Saltmarsh Fishing Village.
Their memory has faded but what they created still remains.
Krag from the 27 Saltmarsh Cemetery described how they were kind and generous to those less fortunate, and helping kick start the docks and fishing trade
and being the first to set up a council of sorts, which evolved into the modern day Saltmarsh Council that still governs the area.
