Wilbur is a fat ratfolk who inherited the O'Neill Mining Company from his pappy and his grandpappy before him. He works his miners to the bone in the Polvo Grande Mine. They're not allowed to take the mining gear home with them, or any other means of production. Wilbur lives in his mansion up the hill from Polvo Pequeño under a lot of personal guards.
