The Harvest Hills Region does not use a system of land ownership, much to the consternation of the Elven Crown. Everyone lies to the tax collector. Land is considered belonging to itself, and that you are just the steward of it. When there is a dispute about what should be done with a particular parcel of land, or where one person's stewardship ends, the Mayor is the one who resolves it. Often by removing a good portion more than what the claimants wanted to give up, to start a new homestead for a recently married couple.
Those who live in Lightning Swamp have even less concern with the legality of land. You can't own something that is constantly shifting.
