The main citadel of the House of Hoten lies on a beach covered in enormous bits of junk that have washed up from a civilization that was either destroyed or lies far over the wild seas. These fragments of another world gave rise to a local religion with its own pantheon of gods. This religion has now officially been replaced by The Society of the Bond but old beliefs die hard and many of the locals practice their old ways in secret.
The citadel itself is actually made up of numerous towers. Many of these towers were formerly dedicated to the local gods, they have been repurposed by the rules in accord with the wishes of The Society of the Bond but their functions today often reflect there old themes. For example, the Tower of Sitrevald (the local god of news) now houses the Network and Scribe of the House.

The Tower of Granmicshell (the god of war) is now home to the troops of the Barony of Hoten as well as a store for their resources and equipment.
Other towers have entirely new purposes - the Tower Seaborn from which the citadel gets its name is actually situated just off the coast and where as it once appears to have been dedicated to the god of the sea a small fishing industry now thrives there. Fishing from boats is regarded as too dangerous by most but fishing off the side of the tower presents fewer risks from the creatures of the deep.

Even for those who don't believe in the old gods there's a living to be made scavenging the beach for parts and useful tech. But this is a double edge sword because any piece of tech powerful enough should be reported to The Society of the Bond and could be confiscated where as there are those who might pay a high price for it on the black market. Some of the scavengers also employ large machines that are frowned upon by the Society.
