Any form or spell of 4th-level or lower initiated from outside of the barrier can't affect creatures or objects within it, even if the form is initiated using additional ki points to raise its level. Forms can target creatures and objects within the barrier, but it has no effect on them. Similarly, the area within the globe is excluded from the areas affected by such forms.
