What the Free City of Mittburg is for the Grenwal Confederate Empire, Svantmiirik is for the Kingdom of Bursztyn, though the city has changed hands between the two countries a few times over the past 500 years. Svantmiirik, meaning "Sky's Song" in draconic, is a largely independent City-State under the Bursztynian crown located right on the south-western border to Grenwal, and has a surprisingly high Kobold population. Svantmiirik is well-known for its Bards' College, as well as its focus on the arts, especially music. You can barely escape the sound of music in Svantmiirik, as there are street musicians at nearly every corner, and almost monthly festivals near and inside the parks. Worth noting is that many of the kobolds here have a blue scale color, and many of them call themselves "Skyscales". This can be explained by the city's eccentric, yet legendary, protector, a surprisingly kindly and peaceful ancient Blue Dragon called Cumulonimbus Cobaltshine of Skyscale; though he prefers to call himself the one and only "Cobalt Dragon".
As the legend goes, the majority of blue kobolds of Svantmiirik once came from the deserts of the Osé Sultanate, but after losing their dragon, they moved to greener pastures. As their tribe wallowed in isolation, eventually, a descendant of their dragon made its way to them, and established that the isolation shall end, and the kobolds and people of the area shall live in harmony. That, as the legend goes, was the beginning of Svantmiirik. Since then, Cumulonimbus always comes in Svantmiirik's darkest hour, to protect the city and its people. He also acts as the de-facto leader of the city, with the mayor of the city dealing with leadership in his absence. Cumulonimbus' lair has not been discovered to this day, especially since it's said that he uses magic items to keep the area-changing effects of his lair in check, but adventurers generally do not try to seek it out due to Cumulonimbus' surprisingly benevolent nature. However, he is represented by a Kobold, who shares his connection to the original dragon of the Skyscales, through a sorcerous bloodline. Said Kobold acts as his speaker, and the two, together with the mayor, often are seen making announcements together during the city's many festivals.
