The Ribbon-Stick of Celebration - Whip - Artifact - Requires Attunement by a Bard
It is said that the Illiadian deity of Dance, Hailana, created this item in order to help one of her champions on Sancstoryl to inspire those around them, using sancstorylian magic. While attuned to this Ribbon-Stick, and holding it in one hand, you can use it as a spellcasting focus for your bard spells. Additionally, it adds +3 to both your Spell Save DC and your Spell Attack Bonus. It also acts as a +3 Whip, and you are proficient with this weapon if you attune to it.
Dancer’s Spells. While you are attuned to this Ribbon-Stick, you gain the following spells (DC: 18, Attack Bonus +10): Dissonant Whispers (3rd Lv. ), Thunderwave (4th Lv.), Lesser Restoration, Shatter (5th Lv.), Compulsion, Confusion, Otto’s Irrisistable Dance, Greater Restoration, Mordekainen’s Sword (taking on the appearance of another ribbon stick-like whip).
Random Properties. The Ribbon Stick has 2 minor beneficial properties.
Unparalleled Dancer. While attuned to the Ribbon Stick of Celebration, you have advantage against all performance checks that require dancing. Additionally, you are quicker on your feet, and your movement speed increases by 10 ft.
Dance of Vigor. For a number of uses equal to your charisma bonus per day, you can invigorate an ally within 5 ft of you using an action by dancing. Your movement for the rest of your turn becomes 0, and said ally within 5th of you must immediately use an action, a bonus action or their movement. Any movement done through Dance of Vigor doesn’t provoke opportunity attacks.
Flurry of Lashes. As a bonus action, you can make two additional attacks with this magic whip.
