The Plains of the Wind, Salkhiny Tal, are the ancestral home of the Shiwei people. Called plains, the land is actually a series of rolling hills and steppe valleys largely made up of brush land and plains dotted with forests and rivers.
The Shiwei are a nomadic people, traveling on horseback between temporary camps, though they do boast two cities. Near the center of the plains is Unknown, the nominal capital of Salkhiny Tal, though the Chaag'an of the Shiwei does not typically reside there. The current Chaag'an Unknown of the Unknown clan is an exception to this, having decided to make herself more available to officials from Goguryeo as part of the peace efforts.
The Shiwei are a clan-based society, with each clan having its own leader and its own traditional paths through the plains. All of these clans, though, bow down to the Chaag'an. The Chaag'an is chosen personally by the Storm Lords, blessing the new leader with lightning. As a result, the Chaag'an is easily recognizable by glowing lightning scars down their dominant arm. While in many cases, the new Chaag'an will be of the bloodline of the previous Chaag'an, this is not always true but the chosen Chag'aan is only rarely refuted.
