As per Dragon Empire Article 22, Subsection 3: Incarcerations or arrests not during an emergency must be preceded with a valid arrest warrant. A valid arrest warrant must be issued by a neutral judge, magistrate, court, or region ruler, based upon sworn testimony or affidavit in support of the warrant given. Should the law enforcement affiant provide false information or disregard the truth when providing the affidavit or testimony, the warrant may thusly be invalidated. Warrants must also include a description of the suspect in question or thus be invalidated.
