In order to ensure felonies and the procedures of handling felons is consistent across the lands, any future law enforcement activities are to be handled following Dragon Empire Articles 20, 21, 22, 26, and 68 in both the Dragon Empire and Court of Stars, any other law enforcement methods shall fall to local governmental jurisdiction.
