The "Shackled King" is the current Warden of Dunbar Fortress. Little is known of the warden other than fact he is a former prisoner, and seems to possess necromantic powers.
For the past 137 years, the Shackled King has ruled the island of Dunbar, and in that time, the number of riots and prison breaks has been relatively low.
