Soon after Helios got settled into Haven he began getting correspondence from someone named Uno stating they were a representative of the "The Holy Kaiserreich of the Southern Lands" and were interested in a treaty between Haven and them.
Helios wrote back and forth a few time to Uno, debating on this "dominionship" Uno was offering. From what the Koto said Haven is supposed to stay fully neutral and this sounded like they would have to report and obey the Kaiserreich.
Helios was still unsure and debating with himself what to do. His last letter just stating that he "needed more time"
