Led by democratic committee, the Bibliothek's (or, the Library's) membership is largely composed of various cults and organizations who have agreed to work together for the purposes of researching, cataloging, and open sharing of information--primarily about the City, escape from the City, and the effects that the City has on its inhabitants. Bibliothekars (or Librarians) also seek to provide neutral ground for mediation of conflicts, to assist in the resolution of conflicts at all levels (from individual disputes to major inter-faction conflicts), and to provide medical aid to anyone who needs it, regardless of faction. One of the Bibliothek's major research goals involves cataloging the varied nature of death and the Returned in the City, in an effort to better understand and mitigate death-related problems.

The Bibliothek is, by its very nature, heavily mixed in terms of supernatural representation and ideologies. That said, anyone is allowed to join so long as they uphold the faction's overarching ideals: Knowledge should be pursued and respected. Information about the City's function should be shared for the betterment of all. Members should avoid engaging in aggressive conflicts with oppositional factions (though defensive actions are certainly permitted). Members may engage in inter-faction cooperation with regard to investigative matters or recovery in the wake of a crisis, but should not interfere with aggressive conflicts between oppositional factions by actively taking the side of one at the expense of another. No member should provide troops or weapons to other factions.
