The Tyrants are a criminal organization in Sharn specializing in acquiring and selling information, forgery, fraud, and false identities.  The membership of the Tyrants are primarily changelings and doppelgangers. Due to their secretive nature and ability to maintain multiple appearances, its difficult to know how large or what the aims of this organization really are.
