Those sections of the Northwestern US and Western Canada not involved in the Cascadian Secession, and unaffected enough by Dust Bowl to maintain their independence from roamers. In the US, this roughly comprises Idaho and all parts of Montana north of the Missouri River. (Need more information on Canada to know which parts are included.)
This is a relatively libertarian area where mutual self-defense and trade are the extent of the interplay between communities. The laws governing such communities are extremely widespread.
