Jaivon Townsend (retronym Gary) was the last Mayor of the Gary Free State Regime and the first Gary of Gary (City-State).
He was speculated to suffer from Bipolar Schizoaffective Disorder, a diagnosis fully confirmed by this writer's considerable ignorance on the subject.
Townsend was responsible for ending the Gary Uprising by force. He fixated unduly on a single group that participated, the Whole Children, naming them its ringleaders - and even after executing most of their members - making them into an ever-present bogeyman to scare the populace into obedience. Townsend was genuinely terrified of the magic of symbols, and it just happened to be a valuable political tool.
