The Walling of Chicago sparked outrage in the excluded communities of the city's extended metroplex, most notably Milwaukee & Gary (City). As a measure to relieve pressure, a Lottery was instituted wherein any resident of the surrounding metroplex received a ticket with a vanishingly small chance of being admitted into Chicago.
