A simple elected government to administer collective issues for the Station and its Districts. Descended from the structures of informal leadership practiced by employees of LodeStar Resource Logistics Group when Merensky Station was a mining colony.

The refugee influx made mining operations too impractical to continue. The UN put emergency measures in place to manage the refugee camps, but when it became clear that the AI Wars would not be over anytime soon, they administered a simple Council form of local government to keep order in the camps.

The Fomarad System

Each District democratically elects a Fomarad (Voormanraad, "Foreman's Council") sized in proportion to district population. The Fomarad is composed of Ward Councillors, who in turn elect a District Councillor who serves as a City Manager for that District. The Station Council (formally, Stasieraad) is comprised of the various Districts' Councillors. The Councillors elect an Overseer (formally, Opsigter), who presides and breaks tied votes.

This structure is largely intact today with many variations. Some Districts skip the Fomarad level and simply elect the District Councillor. Some elect a Fomarad informally, forgoing a formal Councillor role and sharing the duty. Some forego a formal vote entirely, asserting community power only to remove unacceptable leaders.

The Station Council serves as a rudimentary judiciary, as well as administering law enforcement through the MSPD (Merensky Stasie Polisiedepartement / Merensky Station Police Department).
