Rapid industrial deregulation led to a dam-break scenario of pollution where centuries of accrued waste were free for dispersal. This caused birth defect rates to skyrocket, which combined with disappearing social services and collapsing economic conditions led millions of families to abandon their disabled offspring to the streets for lack of a means to care for them.
