Leonard Sumner was born in Light City in 1901, his father working in the iron refinery that was the heart and soul of the city. When he was playing as a child he ran into another young boy, one who he felt an immediate connection to, a boy named Evan Hagan. They did everything together, every moment they could possibly be together they would be, going so far as to attend the together.
Leo joined Hagan at the University of Pennsylvania for a Master's degree in Anthropology, going so far as to joining Hagan in his internship to travel to Beit She'an. While excavating relics from the ruins, Leo found a box made of a sturdy and dark wood, the box was seemingly untouched by the elements, and the purple velvet on the inside is pristine. Within the box is a large gavel made of the same wood as the box with its faces carved from marble, the moment his fingers touched the handle he felt a strange calm within himself, almost as if his entire form just reached equilibrium. He felt like he finally realised where he belonged in the universe, that he himself was within the fulcrum of a scale to bring balance. But he put the gavel back in the box and turned it over to the higher-ups in the excavation, but when he returned to the United States the box was inside his home.
With the Gavel this close to him, he began having strange dreams, dreams of the world beyond, dreams of the disembodied voices, but more specifically one voice. This voice told him that civilisation was hanging in the balance, that there are people who claim to be voices of law but instead do wrong. That's when Leo and Hagan were approached by Dr Hardy Weber to join a special task force to fight the Nazis. So he soon found himself fighting against others with strange abilities, fighting to save people who suffered punishment for the "crime" that Leo and Hagan were committing. As the years went by, as all of his human friends started aging, he found himself practically frozen in time, for every 10 or so years that passed, he only seemingly aged one year.
Never being a violent type, he only did so to keep order and enact justice, during the time between missions he started working for the local government of Brownbridge. But after the disbanding of the Taskforce, Leo and Hagan returned to Light City, and while his life partner pursued his passion of teaching, Leo started working for the government. Following the death of Professor Evan Hagan, Leo became a practical recluse, becoming a shut in at his home. And after the declassification of the Taskforce, and the "deification" of himself and his late partner, Leo transformed the foyer and downstairs living area into a magic shop. There he sold stage magic trinkets, as well as real mystical items, but he laid down the gavel leaving the life of a superhero behind him.
