Dr Hardy Weber was born in 1903 to a poor family in Germany, being born with a genetic mutation causing Duchenne muscular dystrophy, his father being a career soldier for Germany having fought in World War I. As a child, Weber was exposed to the horrors of the "psy-war" that was being waged, seeing the negative effects of chemistry, he wanted to do good in the world using the same sciences. After the war, him and his family emigrated from Germany to New York City, wanting to escape the chaos of a newly forming Weimar Republic. Dr Weber became a pioneer in the field of biochemistry and cellular enhancement, focusing on how to cure genetic diseases by changing the cellular structure of the infected to stop diseases.
Unsure if the serums were safe for others, he would test them on himself rather than risking the lives of others. At first, he found that his serums would only slow the atrophying of his skeletal muscles, as he furthered his research he found a solution that would completely stop the effects. But he was still weakened, so he wanted to find a way to return himself to his previous strength. He developed a serum that would make him stronger, though it was only temporary, lasting a handful of minutes. Over the span of two years he focused on increasing the duration, that was until 1939, when his homeland declared war on the world. He began working on a different aspect of the project, rather than extending the duration he began to research how to increase the potency of his strength.
When the United States Government declared war on the Axis Powers, Dr Weber brought his expertise and abilities to the Armed Forces offering to help. It was Dr Weber's offer that inspired the creation of the Taskforce, with the Armed Forces installing him as the leader of the Taskforce and allowing him to help pick the members.
For decades, Dr Weber and his team worked as part of the Armed Forces, until his death during the Tet Offensive. The Taskforce was stationed in Saigon during Tet Nguyen Dan, then moved to Hue for the Battle of Hue where they fought to save as many lives of American G.Is as they could. In one of the fights, an explosive tore through the building the Taskforce was stationed in, with Dr Weber injecting himself with the most experimental serum in his arsenal. It drastically increased his strength, allowing him to support the entire weight of the collapsing room on his back, saving every life... except his own. The duration of his lasting barely long enough, but it immediately reversed the effects of all previous serums, immediately atrophying his muscles to the way they would have been at his age. If the weight of the building didn't kill him, the respiratory failure and immediate pulmonary collapse would have.
