The Townmaster's Hall, was the local government building in Phandalin.
When Phandalin was first resettled, the Townmaster's Hall was the office of Townmaster Harbin Wester. After only a few years, confidence in Harbin had plummeted, and he was replaced by Sildar Hallwinter.
