When placed into the hands of anyone else, energy weapons are terrifying. Private security forces have been seen to have weapons that allow for localized EMPs in order to take out potential threats with minimal casualties. Most of the populous will never see an energy weapon in their lives, but they do circulate from time to time. There’s no real answer as to which corporation created the first energy weapon, but the rumour that there are several different corps that still make them to further their goals is a widespread one.
