The Hitsugi District is an unofficial city district of Kasai, the capital of Minkai, situated across the Hebigawa River from the main metropolis of Kasai itself. It is a district run by the local yakuza crime syndicate, the Hitsugi Gumi, led by Eguchi Zoisaito.1
