Tenizan is the capital of Kasetha although that might change sooner or later with the civil unrest the city faces.
The city has expanded across the natural border, the Hiennel river, and into Belanna making it, legally, an invading force. This is a problem for both nations, but the citizens are in no rush to uproot and move across the border.
This makes the city an unsafe place to be and it has been so for a good 20 years.
